Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October

In a Sept 23 release, HDB says the rise in planned real estate complies with in-depth preparation research studies on the 48ha site. Consisting of private real estate, Berlayar is anticipated to generate around 10,000 brand-new homes.

Lim anticipates the flats obtaining a robust response, noting that BTO projects in Bukit Merah launched in July, including Prime project Alexandra Peaks, viewed a healthy application price. “We can expect this demand continuing in October, specifically as not successful customers for Alexandra Peaks might try their good luck with one more Bukit Merah project.”

According to HDB, the Berlayar estate is prepared as an extension of Bukit Merah town and marks the begin of the improvement of the Greater Southern Waterfront. The estate’s title, that means “sailing” in Malay, pays tribute to the area’s landmarks and maritime heritage.

The new Berlayar estate will watch around 7,000 HDB flats constructed in the coming years. This is higher than the 6,000 public housing units previously announced for the estate, which is positioned at the site of the former Keppel Club.

The first Build-To-Order (BTO) project at Berlayar will be introduced for purchase next month as part of the October 2025 BTO exercise. Berlayar Residences will present 870 units of two-room flexi, three-room and four-room apartments. There will furthermore be 200 public rental apartments.

He also predicts two-room flexi flats at Berlayar Residence could confirm popular amongst single candidates. “Because of its unique place, which combines city-fringe comfort with a coastal viewpoint, it can become a prominent selection for singles, that may find the place matches their way of lives.”

Additionally, Berlayar will be a car-lite property, with walking and cycling networks. A lot of homes will be inside a 10-minute stroll from the Labrador Park and Telok Blangah MRT stations, says HDB.

Eugene Lim, key executive officer at ERA Singapore, believes the apartments at Berlayar Residences are likely to be classified as Prime, given their location in a mature estate and closeness to key central areas. He estimates costs of four-room flats at Berlayar Residences could start at around $500,000 to $550,000 before grants. “With the increase in subsidy clawback rates presented in the July 2025 BTO release, we should expect a clawback price of around 11-12% on these upcoming flats,” he adds.

Several 20% of the site, or as much as 10ha, are going to be alloted for eco-friendly spaces. 4 green hallways, ranging from 30m to 60m wide, will weave through the estate, providing recreational locations for homeowners while also helping with ecological connectivity between the Southern Ridges and Labrador Nature Reserve. BTO plans in Berlayar will be developed with staggered heights, with blocks oriented to provide more residents with panoramas of the Southern Ridges and the coastline.
